There is hereby created a special nonreverting fund to be known as the Police Report Fund, and a special account therein to be designated as the accident report account. Whenever any person requests a copy of any motor vehicle accident report as provided by IC 9-3-1-3, such person shall pay to the Town a charge of $3.00 for each copy of such report so provided. The receipts from this charge shall be deposited in the Police Report Fund and credited to the accident report account. Monies in the accident report account shall be budgeted and appropriated as other Town monies, but may only be budgeted, appropriated, and expended for purposes which, in the determination of the Town Marshal, are reasonably related to the keeping of accident reports or the prevention of traffic accidents.
